The Arab Center for Alternative Planning (ACAP) works to monitor projects and plans initiated by various bodies in the city of Jerusalem, including the Israeli government, the Jerusalem Municipality, the Jerusalem Development Authority, the Jerusalem Development Company and various settlement associations. ACAP is also keen to warn Palestinian Jerusalemites of these plans. It works to raise awareness and mobilize local and international organizations to confront suspicious plans, through various means, including: objecting to structural and detailed plans, trying to hinder their approval, accompanying judicial proceedings, and issuing fact sheets and information to educate the local community and informing them of what is being planned in their area, local and international publication and mobilization, etc.

ACAP believes that the above-mentioned bodies have neither the authority nor the legitimacy to initiate or decide on plans in the East Jerusalem area, as it is an occupied area since 1967.
